NEXUS replay verification

This Python compatibility channel is action-authority READ_ONLY. Six bounded deterministic programs remain available for read-only replay verification; governed execution requires external v2 authority in the canonical IMMUNE channel. Replay verification does not issue a YAWAR receipt or prove live authority. These are software simulations, not physical chips or effectors.
